ในขณะที่ประเทศไทยเริ่มออกกฏเกณฑ์เพื่อส่งเสริมการใช้สัตว์ทดลองทางวิทยาศาสตร์ ประเทศในแถบยุโรปซึ่งมีกฏหมายควบคุมการใช้สัตว์ทดลองมาเป็นเวลาช้านานได้เริ่มลด ละ และเลิกการใช้สัตว์ทดลองในงานวิจัย และส่งเสริมการใช้เซลล์ต้นกำเนิด และทางเลือกอื่นๆ ในการศึกษาวิจัย
